                                                                        Ashby BART Task Force
Purpose of the Task Force
To pursue implementation of City policies regarding housing, economic revitalization and environmental sustainability as they relate to
potential transit-oriented development at the West parking lot of the Ashby BART station, the Berkeley City Council on December 13, 2005
authorized the South Berkeley Neighborhood Development Corporation to convene a Task Force to conduct a public process to
accomplish the following:
•        Identify the basic elements of a potential development at the site and the desired qualifications of potential developers
•        Make written recommendations to the City Council that can be the basis for Council’s issuing an RFQ (Request For Qualifications)
•        Review responses to the RFQ and make recommendations to the Council regarding selection of the developer(s)

Additional Council guidance includes assuring that genuinely affordable housing is part of the development, that South Berkeley
residents and business owners play a significant role, that other Berkeleyans are included, and that the Council will be solicited for its
recommendations.

Qualifications for Task Force members include the following:
•        Familiarity with  housing, economic, environmental or general South Berkeley issues
•        Ability to participate in the public process, which will include night and/or weekend meetings
•        Having a residence or business in Berkeley

In constructing the Task Force, the South Berkeley Neighborhood Development Corporation strove for diversity in perspectives and
demographics.  Persons were not be considered for membership in the Task Force if they might be hired as consultants to the project, if
they might be parties to responding to the RFQ, or if they could have other direct financial interests in the project.

Nominations and Selection of the Task Force
Nominations were open to the public and were received between March 17 and April 6, 2006.  Forty-two nominations were received.

Dan Cloak
Operates an engineering consulting business from his home. His wife, Jennifer Millar and he own the
Sweet Adeline Bakeshop at 3350 Adeline Street.  Participated in and helped organize public discussions
and debates about the future of the neighborhood. Berkeley’s Health Commission from 1999 to 2001.  
20 years experience as a civil and environmental engineer; current work focuses on protecting creeks
and the Bay from increased pollutants and other impacts associated with development. Past experience
includes design and project management for major public and private development projects.
Andy DeGiovanni
Graduate of UC Berkeley in Biochemistry in 1982, has lived in Berkeley and Oakland since 1980, South
Berkeley for 8 years.  Two children attending Berkeley public schools and a keen interest in the
development of the neighborhood.
Jiane Du
Architect with a minority firm with 20 years of experience. Designed and built her own home, one of three
in a multi-family project, in South Berkeley. Masters Degree in Urban Design and Planning from Harvard.
She has been involved with the South Berkeley community.
Frankie Lee Fraser
Long-time West Berkeley resident; Past Chair, San Pablo Park Neighborhood Council; Board member,
West Berkeley Neigh. Dev. Corp.; named Outstanding Berkeley Woman, 2004
Mike Friedrich
Has lived in South Berkeley since 1982;  third-generation Berkeley resident.  Long time member of the
Parker-McGee Neighborhood Association.  Familiar with housing issues through work at a UC employee
union and from being on the Board of Livable Berkeley.  Ran a small entertainment business
management company at the corner of Shattuck and Ashby for 10 years.
Marcy Greenhut
Recycling Coordinator, City of Berkeley, coordinates with School District.  Transportation Commissioner
and Pedestrian Subcommittee.  Berkeley Drop-In Center Advisory Board, Jan. 2005 – present; School
Traffic Safety Committee,  City of Berkeley and BUSD.  Board Member, Bicycle Friendly Berkeley
Coalition.  Parent, Malcolm X Elementary School 1997-2002.  Berkeley Community Gardening
Collaborative Coordinator, Sept. 2001 – March 2002. President, BEST (Berkeley Ecological & Safe
Transportation), 2002 - 2005
Toya Groves
South Berkeley resident; owner, CLEVA Clothes; elementary school teacher in Oakland
Mansour Id-Deen
Founder and Executive Director of Inter-City Services Career Development Institute, a non-profit
community-based employment/training institution on Adeline, incorporated in 1984. Also a member of
the City of Berkeley Labor Commission. Original member of the South Berkeley Community Housing
Development Corporation that developed the Byron Rumford Plaza at Ashby & Sacramento.
Jeffrey Jensen
Urban and Environmental Planner with 15 years of experience in coastal, environmental and urban
planning. Currently an Office Chief at Caltrans and serve as the Environmental Manager for the new San
Francisco Oakland Bay Bridge Seismic Safety Project.  (No role or responsibility in evaluating or
recommending the funding of any grants for transit oriented developments, including any grants for the
Ashby BART planning.)  Resident of North Oakland since 1994.
Maryann Sargent
Master’s Degree in Urban Planning from UCLA.  Project manager for an affordable housing developer in
Oakland. Has done research with the San Francisco Public Health Department’s Eastern
Neighborhoods Community Health Impact Assessment and has run a small retail business (Global
Exchange’s Fair Trade Crafts Stores in both San Francisco and Berkeley).
John Selawsky
Member Berkeley School Board since 2000.  Board member of People's Park Advisory Board (current);
Board member Grassroots House (2022 Blake St.,  Member and Chair, Community Environmental
Advisory Commission, City of Berkeley (1995-2000).  Member BCA, Green Party, Berkeley Progressive
Alliance (interim Steering Committee member), Ecology Center, Berkeley Arts Center, many others.
